3. Regulations on Fees and Tuition Payment

1) Self-funded new students can either pay their tuition through online transfer before registration or pay in cash or with credit card, after collecting the tuition payment notice from the One-stop Service Center during registration. International students need to pay the tuition within the scheduled time. New students must pay one-year’s tuition in full. Starting from the second year on, students can choose to pay by academic year or by semester.

2) Tuition payment is generally due in the first week of December and the first week of June. International students who wish to defer the payment must submit an application to their college and receive approval. If the application is approved, then the additional fees must be paid:

Payment made in January and July until the first day of winter vacation and summer vacation: 400 RMB

Payment made during winter vacation and summer vacation: 600 RMB

3) For payment with cash, please go to ICBC on the first floor of Comprehensive Building.

Office hours: 9:00-11:30, 13:30-17:00, from Monday to Friday

For payment with a debit card or credit card, please go to the Financial Office at the One-stop Service Center. No additional fees for UnionPay card. Additional fees for Master and VISA is approximately 2.5%. For other types of cards, it is approximately 3%.

Office Hours of Financial Office: 8:10-11:30 14:10-16:15, from Monday to Friday

Closed on Thursday afternoon.

4) International students who fail to graduate on time and wish to extend their study must pay full tuition. However, Ph.D. candidates may apply for tuition waivers.

5) For international students to attend exchange programs of BLCU with partner universities, payment for tuition refers to regulations on payment for Chinese students to attend exchange programs.

4. Regulations on Refunding

(1) For New Students

①If a new student proposes to drop out of school after paying tuition fees, he/she will be refunded the full amount of tuition fees if he/she withdraws studying at BLCU before the required registration time (appropriate reasons or certificates must be provided). For those who drop out of school after the prescribed registration date, the tuition fees for the first semester will not be refunded (short-term students are included), and the tuition fees for the second semester will be refunded according to the following standards:

A. If one proposes a refund after the date of registration and within ten days before the end of the first semester, after the refund application is approved, 80% of the tuition fees paid in advance for the second semester (RMB) can be refunded.

B. If one proposes a refund after the end of the first semester, and within 5 working days before the registration date of the second semester, and has not collected the registration form, after the refund application is approved, 60% of the tuition fees paid in advance for the second semester can be refunded.

C. Other circumstances will not be refunded.

②For self-funded students who have been approved to suspend their studies, the tuition fees will not be refunded but can be applied to when they resume their studies. If one does not resume study within the stipulated time, the tuition fees will not be refunded.

(2) For Returning students

①If half a year’s tuition fees has been paid in advance, and if one proposes a refund within ten working days before the end of the semester, then 80% of the tuition fees paid in advance for the second semester will be refunded. If one proposes a refund after the first semester and within 5 working days before the registration date of the second semester and has not collect the registration form, then 60% of the tuition fees for the second semester will be refunded. Other circumstances will not be refunded.

②If one has paid one year’s tuition fee in advance, the tuition fee for the first half of year shall be handled according to the regulations above, and the tuition fees for the second half- year shall be refunded.
