Passport, Visa and Residence Permit

According to rules and regulations prescribed in Law of the People’s Republic of China on the Control of the Exit and Enter of Citizens, international students are expected to use an X1 visa, X2 visa or X-type residence permit to come to China for their study. Students with other types of visas or residence permits need to change to an X1 or X2 visa, otherwise they cannot continue their study in China.

No alteration or damage to documents, including passports, visas, residence permits, and Registration Form of Temporary Residence, shall be allowed. Otherwise, students will be fined.

1. Passport

1) International students must use an ordinary passport. Other types of passports must be change into an ordinary passport.

2) Pay attention to the date of expiry of your passport. If your passport expires within your period of schooling, please follow the steps below:

A. Apply in advance for a new passport at the embassy or consulate of your country in China beforehand. Make sure you receive your new passport before the original passport expires.

B. Update your residence information when you receive your new passport.

C. Take your new passport and registration form and collect a visa application form from your advisor (If your former passport has already expired, please submit a visa application form within ten days from the date of receiving the passport).

3) If your passport is lost in China, please follow the steps below:

A. Go to the local police station and report the loss of your passport.

B. Apply for a new passport at the embassy or Consulate General of your country in China.

C. Go to the administrative office of your college to receive guidance from your advisor.

D. Apply for the visa within 10 days after reporting the loss. Collect visa application notice from your advisor. Update residence information with a new passport. Students who do not follow the above steps will be regarded as those with expired visas.

2. Residence Permit/ Visa

1) International students who plan to study at BLCU for more than 180 days

must apply for an X1-type visa. Those who plan to study at BLCU for no more than 180 days may apply for an X2-type visa.

2) International students with an X1-type visa are required to apply for a Residence Permit within 30 days after their arrival in China.

3) Diplomatic visas must be changed into an X1-type or X2-type visa otherwise registration will be refused.

4) Applicants under 18 years of age are supposed to present extra documents.

5) Please bring the following items when applying for the Residence Permit:

A. Passport with the visa.

B. A front photo (with a bare head and white background, 3.5cm*5.3cm in size; do not cover ears, do not wear glasses or other accessories, or Off-the-shoulder clothing, do not cover the face; photographs must be printed on photographic paper without scratches or folds).

C. Original Admission Notice and Residence Permit Application Form.

D. Foreigner’s Health Certificate issued by Beijing International Travel Health Care Center (valid for 6 months).

E.  Original Registration Form of Temporary Residence (Those living off-campus should bring a copy as well).

F. Visa interview form.

G. Visa application notice issued by the administrative office of your college.

6) It usually takes 11 working days for the Beijing Public Security Bureau to finish the procedures for application/alteration/reentry/transference. An expedited handing may be applied in the case of urgency. For more information, please consult the visa agency at One-Stop Service Center.

7) Beijing Trader-link Business Service has a visa and residence permit agency for BLCU students at the One-Stop Service Center of the Comprehensive Building, providing visa and residence permit service. Office Hours: 12:30-15:30, from Monday to Friday. (The working hours during the epidemic prevention period are adjusted based on actual situation, please keep track of the relevant notice.)

8) In case of exceptional circumstances, students may also visit the Administrative Department of Entry-Exit of Beijing Public Security Bureau with relevant materials to apply for a residence permit.

9) The Residence Permit is valid for less than one year (and will automatically become invalid upon passport expiration). The validity period of the Residence Permit for the Scholarship holders depends on their scholarship period, and that of self-funded students depends on their tuition period. You must leave China when your visa expires, therefore please apply for visa extension before it expires if you want to continue to study in China.

For extension of Residence Permit, please prepare the following documents:

A. Passport with the visa.

B. A piece of profile photo (with a bare head and white background, 3.5cm*5.3cm in size; do not cover ears, do not wear glasses or other accessories, or shoulder-exposed clothing, do not cover the face; photographs must be printed on photographic paper without scratches or folds).

C. Original Registration Form of Temporary Residence (Those living            off-campus should bring a copy as well).

D. Visa application notice issued by the administrative office of your college.

10) International students who plan to extend their visa need to prepare required documents apply to Administrative Department of Entry-Exit of local Public Security Bureau 7 days before their visa expires. International students who plan to extend their residence permit need to prepare required documents and apply to Administrative Department of Entry-Exit of local Public Security Bureau 30 days before their residence permit expires.

11) Students who have already obtained a Residence Permit in another city before coming to Beijing need to report the permit transference to the Administrative Department of Entry-Exit of Beijing Public Security Bureau within 10 days of arriving in Beijing. Students transferring to another city to study must consult their college and get a letter of transference from their advisor. You must apply for the residence permit at the local public security bureau within 7 days after your arrival (also within the validity period of the permit).

12) When students need to suspend their schooling, drop out from university or transfer to another university their residence permit must be canceled and their visa must be changed to a short-term visa within 30 days.

3. Visa with Internship

1) Applicants: Senior or advance-levelled degree students who need to finish their internship during their period of schooling at BLCU.

2) Required documents:

A. Passport.

B. Application form for visa with internship.

C. Internship application (please specify time and content of internship).

D. Certificate from your internship company (In required template).

E. Copy of the business license of the internship company (with company’s stamp).

F. Visa application form (double-sided print, finish with black ink and stamped by the school and internship unit).

G. Certificate of university (In required template).

H. Registration Form of Temporary Residence.

I. A front photo (same requirements as residence permit photos).

J. Visa application form (Mark the visa with the term internship).

K. Visa application form provided by the advisor.

4. Registration Form of Temporary Residence

International students, living on campus or off-campus, must finish housing registration within the 24 hours of arrival in China. In most cases, a Registration Form of Temporary Residence has to be filled out. If you live on campus, simply go to the reception desk of your residence. If you rent an apartment off-campus, you must visit the local police station promptly and collect the form.
   Please note that once you change your address, you must re-apply for a new Registration Form of Temporary Residence within 10 days and inform the international students office. Otherwise, you will be regarded as an illegal resident and fined accordingly.

5. Illegal Stay

If your visa, residence permit or residence registration has expired or you haven’t completed residence registration, you will be considered an illegal resident. This will cause a heavy fine of 500 RMB up to 10,000 RMB. Please pay special attention to your visa and residence registration.
