1. Admission and Registration
1) Admitted new students should get registered with their passport and Admission notice within the prescribed days and sign the safety commitment. If you can’t register on time, please explain your situation to International Students Admission Office or the Administrative Office of your college in advance in written form with supporting documents. Registration deferment cannot exceed two weeks. Students who haven’t registered within 30 days after the deadline will be considered to be forfeiting their student status except in cases in which that they had an official approval or influenced by force majeure.
2) After registration, according to rules and regulations in China, BLCU will carry out a review of new students’ qualification and eligibility. If there is discrepancy among documents submitted or students are not physically fit to study, their admission will be canceled, they will be asked to drop out from university and their student record will not be kept.
3) Returning students shall, at the beginning of every new semester, register at the Administrative Office of their colleges or at the Department of International Student Affairs (mainly for Bachelor students who study with Chinese students and master and Ph.D. candidates). Students must bring their student ID card, passport, Registration Form of Temporary Residence, and Insurance Receipt (not applicable for full-scholarship students) within the indicated days. If you cannot register on time, please apply for a deferment. For those who fail to register within 30 days, they will be considered to be forfeiting their student status. Their tuition fees will not be returned.
Detailed steps: Collect registration notice from your advisor; Register at your own department with the registration notice; Submit the receipt of registration notice to the Administrative Office of your college or to the Department of International Student Affairs.
4) For self-funded students, the tuition should be paid from the day they receive the notice to the first holiday of a semester. If the tuition is not paid within the required period, the student will be considered to be dropping out automatically if he or she fails to apply for a deferment. Automatic dropping-out takes effect from the first day of summer vacation or winter vacation according to the university calendar.
5) Master and Ph.D. candidates who have extended their schooling period are supposed to register as prescribed. Those who fail to register on time still need to pay for tuition and purchase medical insurance in advance. Registration deferment is needed. Before deferment ends, students are expected to report back from leave.
2. Schooling Period
1) Bachelor student, 4 years
2) Master student, 2-3 years
3) Ph.D. student, 3 years
3. Attendance
1) Students whose recorded absence hours for a course have reached 1/3 of the class hours shall not be allowed to take the course ‘s final exam.
2) Leave for personal affairs and sickness is considered an absence. For unavoidable reasons, students should report to the administrators of the college beforehand to request for approved leave. Students asking for sick leave must bring proof diagnosis issued by hospital. Afterwards, they should report back from leave on time.
3) Being absent from school for no reason will be considered an absence.
4) Disruptive students may be asked to leave the classroom and recorded as absent.
5) Students shall be warned if their recorded absence hours have reached the limit. After several rounds of warnings, students shall be punished if there is no improvement.
6) For other specific regulations on attendance, please refer to your college.
4. Exams, Grade Promotion and Retention
Please refer to your college's regulations. You can contact the academic affairs office of your college.
5. Asking for Leave
1) Leave for personal affairs and sickness is considered an absence. For unavoidable reasons, students should report to the administrators of the college beforehand tor request for approval leave.
2) For master and doctoral students who have to return home for academic reasons, such as collecting thesis data or partaking in an internship according to their program arrangement, they must complete the necessary procedures with their advisor before leaving the campus. Without completing the procedures, they will be considered to be skipping classes. The leave should be within three months every academic year, and only once every semester. After returning to the university, they should report back with the intern report, internship certificate, thesis data and so on.
3) Students shall not ask for leave for more than 30 days. Application for suspension is required if a student takes more than 30 days’ leave. The student’s status in BLCU will be automatically withdrawn.
5.1 Suspending and Resuming Studies
1) Self-funded students may apply for the suspension of studies at the Administrative Office of their colleges with an application or a medical certificate. After being approved, they should shorten the validity of Residence Permit and will get a certificate for leave of absence after finishing the necessary procedures. Those leave without finishing the above procedures, will be automatically withdrew.
2) The maximum for the leave is one academic year. During suspension, the student’s status shall be kept but they shall not be entitled with the same rights and interests as for other students.
3) Those who leave for the military service please note the following: The application of those who study at BLCU shorter than two years will be denied; those who studied more than two years may submit relevant certificates and have a maximum of three-year leave if the application gets approved.
4) The credits received before the leave will be kept if the application is approved. No refund of tuition fee for that semester will be offered for self-funded students on leave; the tuition payment will be applied when they resume study. If students do not resume study, their tuition will not be refunded.
5) Students must submit an application for resumption of study to Administrative Office of their college or the Department of International Student Affairs in the last two weeks before their leave of absence ends. They need to provide certificates for suspension and other supporting documents.
6) Before resuming study, students should apply for an X1-type visa. Please apply for a residence permit at the Administrative Office of your college after returning to school.
7) When applying for resumption of study, for those who have requested for sick leave, they are expected to provide an application for resumption of study and proof of diagnosis issued by hospitals with at least with AAA level, or an equivalent overseas medical institutions overseas with equivalent level. (Levels for hospitals include AAAAA, AAAA, AAA, AA, A.)
8) If students have not applied for resumption two weeks after their suspension ends, their student record shall not be kept. The student’s status at BLCU will be automatically withdrawn.

5.2 Changing Major and Transferring to Another University
1) Students may apply to change their major or transfer to another university if they:
①Cannot continue their studies in the major due to personal interests or aptitude.
②Have been proved by the school hospital to have a certain illness that prevents them from studying the current major or studying at BLCU but they would be able to switch to another major or with another university.
③Have to change the major or school to continue their study due to BLCU’s major adjustment (for students who resume their studies after suspension).
④Have difficulty continuing their current major at BLCU, which has been acknowledged by BLCU.
2) Self-funded students who apply for switch major must apply to the International Students Admission Office and receive a new admission notice after passing the examination. Self-funded students, who apply to transfer to BLCU, need to submit an application to the International Students Admission Office. Self-funded students who apply to transfer to other universities from BLCU, need to submit an application to the Administrative Office of their colleges and the Department of International Student Affairs.
3) Students are not allowed to transfer to another university if they:
①Apply to transfer to of higher levels universities or majors .
②Have no legitimate reasons.
5.3 Withdrawal
1) International students will have to withdraw from the school if they:
①Do not register within the required time period and do not apply for registration deferment.
②Do not meet requirements of admission after the review.
③Have been absent from courses and activities for more than 15 days.
④Cannot continue their study due to health reasons (with a certificate from designated hospitals).
⑤Are asked to withdraw by their college due to academic reasons.
⑥Fail to apply for the resumption of study within an indicated period or fail to receive approval for resumption.
⑦Other circumstances in accordance with the school regulation.
2) Please submit a withdrawal application to the Administrative Office of your college or the Department of International Student Affairs. With the approval, please leave the campus after finishing all procedures and applying for a short-term visa.
3) Refund of tuition or fees shall be offered in accordance with relevant regulations and provisions.
4) Those who leave university without finishing all procedures are considered to be automatically forfeiting their student status at BLCU.
5.4 Leaving BLCU
Students who leave BLCU (transferring to other universities, leave of absence, withdrawal or graduation) should leave within two weeks. Before leaving, please complete the following procedures at the Administrative Office of your college:
1) Receive the clearance form;
2) Settle all fees;
3) Return all required articles, including bedding, borrowed books, and nullify the campus card.
4) Applying for a short-term visa if you have applied for withdrawal, transfer or suspension.
5.5 Certificates and Credentials
1) International students for degree programs who have completed and passed required courses will be awarded a certificate.
2) Students who have withdrawn from BLCU are entitled to apply for a certificate that proves they have once studied at BLCU.
3) Associate-degree students who have completed and passed the required courses will be awarded an associate degree. Students who don’t meet the diploma requirements but have finished all the receive a training certificate.
4) Students of preparatory education (including language students) and advanced studies and research scholars who have passed their courses receive a certificate of completion.
5) The certificate or diploma are unique. If a certificate and diploma is lost or damaged, students can apply for a certificate of proof. If approved, students can receive a certificate of proof that is equivalent to the original copy.
5.6 Regulations on Postponement for International Master Candidates
1) Applicant Qualifications
The length of schooling at BLCU for master candidates is 2 to 3 years, and for doctoral candidates, it is 3 years.
Students whose study has past the scheduled length of time are qualified to apply for a graduation delay if they meet any one of the following criteria.
① Courses: Those who have not obtained enough credits or those who failed to pass the examinations
②Thesis: Those who have not finished the thesis or those who failed to pass the oral defense.
2) Instructions
①Length for the gradation postponement
International students can delay the graduation for one semester or one academic year at one time.
②Scholarship
Chinese Government Scholarship: doctoral candidates should also apply for the scholarship during the graduation delay and participate in the annual review. If a student fails to apply for prolonged scholarship, he or she will have to pay for the fees as a self-funded student. The term of Ph.D. candidates’ may not be extended, they can only continue their study as a self-fund student.
International Chinese Language Teachers (Confucius Institute) Scholarship: students who have not completed their studies within the prescribed period of time apply for extension of their study period can only continue to study as self-funded students.
③Tuition
Deferred students should pay for same tuition fees according to the specific standard in the school year.
After extending their study, self-funded students should pay tuition in full for the extended period. Otherwise, the extension shall be deemed invalid and the student will be automatically withdrawn from school.
Students with an extension due to their doctoral thesis can apply for a partial reduction of tuition fees. The maximum amount of the reduction will be up to half of the total tuition fee for the extended period. If the student has any record of arrears, unlawful acts or other misconducts, the tuition fees will not be able to be reduced.
Applicants for the reduction of tuition fees should meet one of the following conditions:
a. Students must have high academic and scientific research abilities and have published academic articles in SSCI or equivalent journals as the first, second or joint author.
b. During their schooling, students must have made outstanding contributions to the university, such as winning at least the second prize of a national competition, the first prize of a major provincial competition or other equivalent honors.
④Insurance
After extending their study, students must pay insurance expenses in full to cover extended period in accordance with relevant regulations. Otherwise, the extension will be deemed invalid and the student will be automatically withdrawn from school.
⑤Visa
If the application for extension is approved and the tuition fee and insurance premium are paid on time, students, if necessary, may apply for residence permit accordance with the relevant regulations of the student status management.

①Students should first consult their advisor and the college for the extension. The Graduate School will review the student’s learning situations and respond to the application. After receiving feedback, the student can download the Beijing Language and Culture University International Ph.D. Candidates’ Postponing Graduation Application Form.
②Students should fill out the personal information and application information in the Beijing Language and Culture University International Master Candidates’ Postponing Graduation Application Form.
③Students’ supervisor signs an opinion on the Beijing Language and Culture University International Master Candidates’ Postponing Graduation Application Form.
④Students’ college signs an opinion on the Beijing Language and Culture University International Master Candidates’ Postponing Graduation Application Form.
⑤The Graduate School signs an opinion on the Beijing Language and Culture University International Master Candidates’ Postponing Graduation Application Form.
⑥After processing the relevant information on student status and scholarships, the Department Of International Student Affairs signs an opinion on the Beijing Language and Culture University International Ph.D. Candidates’ Postponing Graduation Application Form to complete the application and retain it. After the completion of the application, a copy of the form is submitted to the Graduate School.
⑦For doctoral candidates applying for the reduction of tuition fees due to their graduation thesis, please refer to the above procedures to fill out the Beijing Language and Culture University International Ph.D. Candidates’ Tuition Remission Application Form and complete the relevant procedures.
